Uganda Signs New Trade Protocols with China to Boost Exports.

During the Beijing Summit of the Forum on China-Africa Cooperation 2024, the Vice President of Uganda, H.E. Maj. (Rtd) Jessica Alupo Epel, witnessed the signing of two pivotal protocols between the Government of Uganda and China, clearing the way for Uganda to export chillies and aquatic products, particularly fish, to China.

During the signing ceremony, hosted at the Uganda Embassy Beijing premises by Amb. Oliver Wonekha, Uganda's Envoy to China, and Embassy officials, Vice President Alupo emphasized that these protocols, signed by officials from the relevant ministries, will significantly contribute to transforming Uganda’s economy as the country draws valuable lessons from China’s path to modernization.

She praised the strong relations between Uganda and China, which have flourished since the establishment of diplomatic ties in 1962, and highlighted the tangible achievements of bilateral cooperation. Key projects, such as the construction of the Karuma and Isimba hydroelectric plants, have played a critical role in eliminating Uganda’s energy deficit, advancing its industrialization efforts, expanding energy infrastructure, creating jobs, and facilitating the transfer of skills.

The Ministry of Agriculture, Animal Husbandry and Fisheries of Uganda and the General Administration of Customs of China signed two protocols on inspection and quarantine and sanitary requirements for the export of dried peppers and wild aquatic products to China, and the Ministry of Commerce of China together with the Uganda's Ministry of Finance, Planning and Economic Development signed  a framework agreement on economic partnership for shared development between the government of the Republic of Uganda and the government of the People's Republic of China.

  

Representatives of the Ministry of Commerce of China and the General Administration of Customs of China, exchanged the framework agreement and protocols with Senior members of Uganda's Cabinet, in the presence of the Vice President of Uganda.

Vice President Alupo also underscored the importance of Uganda’s participation in the China-Africa Cooperation Forum, describing it as a vital platform for fostering Africa-China cooperation. She expressed optimism that the summit would pave the way for the next phase of Africa-China relations by addressing Africa’s economic challenges and advancing the Sustainable Development Goals.

In the transportation sector, China has supported the expansion of Entebbe International Airport and the construction of the Entebbe-Kampala Expressway, significantly enhancing Uganda’s connectivity and trade. Bilateral trade has grown steadily, with around 200 Chinese firms operating in Uganda in 2023.

H.E. Alupo noted that thousands of Ugandan students have received scholarships to study in China, benefiting both their personal growth and their communities upon their return. She described this educational exchange as a “core pillar” of bilateral relations.

She also stressed the importance of high-quality projects that promote Uganda’s industrialization and digitalization, create jobs, and improve the welfare of the population. Vice President Alupo reiterated Uganda’s commitment to promoting sovereignty, equality, and peaceful coexistence on the global stage, especially as the country currently holds the rotating presidency of the Non-Aligned Movement and the Group of 77.

 

Finally, she commended China’s dedication to supporting developing countries in international forums, including the United Nations. Alupo expressed agreement with Chinese President Xi Jinping’s vision of promoting an equal and orderly multipolar world and affirmed Uganda’s readiness to continue strengthening cooperation with China to promote the establishment of a more just and equitable global governance system.

The signing ceremony was attended by senior Chinese Government officials from the Ministry of Commerce, Chinese Ambassador to Uganda H.E. Zhang Lizhong, and Ugandan cabinet ministers including; Minister of Foreign Affairs, Hon. Gen. Odongo Jeje Abubakhar, Minister of Agriculture, Animal Industry and Fisheries, Hon. Frank Tumwebaze, Minister of ICT and National Guidance, Hon. Dr. Chris Baryomunsi, Minister of Finance, Planning and Economic Development, Hon. Matia Kasaija.
